css - height width as percentage not working in IE -

my css has percentage height , width properties... these works in firefox , chrome... doesn't work in ie.

can pleaes me identify issue. (i did check online , there many duplicate ques regarding no response).

html - Cut text on left side inside button while centering -

i need have button text (f.e.
